A year ago, US Secretary of Defense Ash Carter issued "Rewiring the Pentagon," a report which took stock of the reforms and innovations occurring within his department (DoD). This follow-on text contributes its own findings, which point out that 1) there has actually been less innovation than rhetoric originating from DoD; 2) there have been too many and therefor confusing innovation initiatives; 3) the purpose and objectives of particular innovations remain unclear; and 4) although the very public embrace of Silicon Valley and the launch of several partnership-building initiatives will help the Pentagon get out of its comfort zone, they’re not going to go far if DoD fails to address its long-standing structural, procedural and personnel problems.
