The January 2016 Boko Haram attacks in Nigeria and Chad raised more than a few doubts about Nigerian President Muuhammadu Buhari’s claim that his government had “technically” defeated the terrorist group. What’s really required for a final “victory” is a multifaceted approach, as partially laid out here.
