This paper examines national dialogue forums, which seek to initiate state reforms through negotiation processes, in order to determine what makes such discussions successful and what challenges third parties face while trying to support them. In particular, the text’s author uses examples of past national dialogues to identify 1) the contexts in which they take place, their general objectives and characteristics, and how they are structured; 2) who should take part in them; 3) by what rules they should operate; and 4) the general difficulties in organizing dialogue forums.
