This brief probes the apparent revival of coalition building among EU member states and its implications for the future of regional integration. The purposes of this liaising include 1) adding yet another governance tool; 2) having a counterweight to state veto power; and 3) providing a flexible/differentiated building block for integration. Finally, the brief’s authors analyze both the ‘cooperation preferences’ of individual member states and their actual ability to influence their peers.
