This paper explores the reasons behind migration flows and the relationship that exists between population shifts and development policies. While delving into these topics, the text’s authors also zero in on 1) the seeming absence of a long-term trend towards accelerating global migration; 2) the linked mechanisms, both positive and negative, that eventually produce population flows; 3) how development processes and migration flows affect each other; 4) the difficulties of implementing coherent migration and development policies, to include measuring their impact; 5) how awareness campaigns do not stem resettlement attempts; and 6) how focusing too much on migration could harm the effectiveness of development policies.
