This report investigates the ability of Pakistan’s police and prosecutors to try terrorism cases in the country’s anti-terrorism courts (ATCs). After studying 235 ATC judgments and conducting group discussions with experts and stakeholders, the report’s author concludes that problems remain in implementing the ATC, to include court administration and case management practices, police investigation techniques, and standards of evidence. The solutions to these problems, as laid out in the text, include adopting better forensic science methods and protecting witnesses, judges and prosecutors more effectively.
