This report uses case studies on Iraq, Syria, Iraq, and Yemen to examine how Iran uses asymmetrical hybrid warfare to project extra-territorial influence across the Middle East. In particular, the authors highlight how Iran uses proxy Shia groups, ideology, arms provision, and transnational networks to destabilize and strike at regional adversaries to achieve its strategic and policy objectives.
