This paper looks at how the private military and security industry has developed into a strategic partner for the state in both the Western and non-Western world. The text’s author contends that this industry now acts as a force multiplier for states, allowing nations to achieve military objectives overseas with enhanced discretion, plausible deniability and lower political costs. However, he also highlights how Western and non-Western states alike have developed a dependency on commercial providers of security and military services, creating new problems related to the market’s regulation.
