Well, what role do local governments play in Poland’s diaspora-centered development projects? It appears locally initiated projects represent only a small fraction of Poland’s efforts, focusing mainly on EaP countries. That’s too bad, the paper’s author continues, especially given the extensive experience local governments have in city management and working with grassroots networks.
