This paper looks at Australia’s assisted voluntary return programs (AVR) for migrants as well as what Canberra can learn from AVR programs in the UK, Canada, Belgium and Norway. In the last case, the government should 1) increase competition and cooperation between its AVR program’s service providers; 2) focus more on the relationship between voluntary and involuntary return programs, including how these activities can enhance one another; and 3) establish ‘sending alliances’ with like-minded countries for returns to particular parts of the world.
