This report provides strategic advice and recommendations to policy makers, private industry, and the technical community in order to promote Internet freedom, openness, and security. The report addresses the various trigger points for tension among interest groups, including the effect of terrorism on government surveillance, disputes over data exchange practices between networks, and the Internet’s significant economic impact as a result of digital globalization. With these sources of tension in mind, the report concludes that the secure future of Internet governance will rely heavily on the fluid exchange of information and extensive cooperation among interest groups.
