This report examines the renewed role of tribes and tribal leaders as the guarantors of social stability, security and justice in post-2011 Libya. In particular, the text’s authors zero in on 1) what being in a tribe means in Libya today; 2) the everyday impact of tribalism on security, justice, and peacemaking; and 3) how Libyans currently perceive the role of the tribe versus that of the state.
