In this summary article, Michelle Hughes elaborates on the large, in-depth volume that’s entitled “Impunity: Countering Illicit Power in War and Transition.” The text combs through multiple case studies in order to determine how the US and other nations can better understand and confront sources of illicit power, particularly in relation to 1) operational environments; 2) accountability and the rule of law; 3) institution building; and 4) security sector reform.
