Why have most African states refrained from explicitly condemning North Korea’s nuclear program? Is their reluctance due to the political and economic relations they’ve had or still have with Pyongyang? This paper’s authors explore these questions and also examine how African states perceive the implementation of international sanctions against North Korea.
