This report formulates strategies for addressing the challenges the US faces in Pakistan’s tribal areas. It characterizes the nature of these challenges, examines strategies for addressing them and distills these strategies into policy proposals. The author argues for a US foreign policy of enhanced cooperation and structured inducements rather than threats and coercive action, which would only bring about a more hostile Pakistan.
