The report examines the trilateral relations between the Sudan government and two rival militias in the southern region - the South Sudan Defence Forces (SSDF) and the Sudan People’s Liberation Movement/Army (SPLM/A) - before and after the Juba Declaration. The author focuses on the genesis of the SSDF and its effect on the peace process in the region. It concludes that the Declaration has failed to accomplish its objective; to unify the two opposing sides in the conflict.
