This publication examines the proliferation of weapons through the paradigm of regional and global transparency mechanisms. Emphasis is placed on customs data and national exports reports that indicates the degree of transparency. The author suggests that information on gun exports, at the state level, should be standardized and based on best practices that promote the norm of transparency.
