The publication outlines the human security crisis in Haiti and discusses the obstacles to restoring stability on the island. The report focuses on strategies to disarm, demobilize and reintegrate armed actors within the Interim Cooperation Framework. The report argues that efforts to disarm armed elements have largely failed and that the UN Mission in Haiti must redouble its efforts with the support of the international community.
