This publication discusses issues related to insecurity, armed violence and the proliferation of illicit arms in Nigeria since democracy was restored in 1999. It provides an overview of five main areas: the roots of conflict, the availability of illicit arms, conditions that foster violence in Nigeria, the role of armed groups and challenges confronted by the government in tackling security issues. The authors state that the prospects for civil war appear slim, but the likelihood for the continuation of the use of armed violence remains high.
