The publication discusses the proliferation of small arms since the President of Kyrgystan was ousted in March 2005. The authors argue that the security situation has deteriorated in light of ongoing ethnic rivalry between the Tajiks and Kyrgyz in the Batken area. They conclude that illegal arms smuggled by Kyrgystan from abroad and leakages in government stockpiles threaten stability in the country.
