This report analyzes the consequences of India's exploding demand for energy and looks at some of the implications for Australia. The author discusses two dilemmas that India faces. Its internal dilemma is that in order to satisfy its energy needs, it must balance reform and expansion of its energy sector with the need to avoid alienating key domestic constituencies. The external dilemma derives from India's increasing reliance on imported energy against the backdrop of a hostile neighborhood.
