This report examines whether the collapse of the Doha Round marks the beginning of the end for globalization. The author outlines that several observers have warned of the dangers of a resurgent protectionism, drawing in particular on the historical example provided by the collapse of an earlier globalization episode. The author concludes that, nevertheless, the historical record confirms that globalization does create significant adjustment pressures, highlighting the importance of a fully functioning multilateral trading system.
