This paper examines the challenge of finding a regional consensus for stabilizing Iraq. It provides a synopsis of discussions among policy experts and practitioners. The paper highlights five scenarios for the future of Iraq and then examines competing images of Iran, Saudi Arabia and the US, issues of national identity, sectarianism and federalism. It concludes by exploring a number of possible future paths and processes.
