This brief contends that a chronically corrupt oligarchy is responsible for the depth and breadth of the economic devastation which exists in Ukraine. The Euromaidan Revolution could have broken the cycle of wealth appropriation which has plagued both Russia and Ukraine in the post-Soviet era, but reforms have been slow in coming. Indeed, as the text’s author sees it, “the tide will only turn in favor of Ukraine if its oligarchy is brought to its knees, hopefully without further violence.”
