By looking at Indian development assistance to Afghanistan, this article highlights the role emerging donors could play in global aid. Examples of the key findings include 1) how the relatively low aid delivery costs enjoyed by emerging donors, such as India, increase the potential per-dollar impact of their development programs; 2) that ‘triangular cooperation projects’, which include both traditional donors and emerging donors, could lead to substantial benefits for aid recipient countries.
