This paper examines the implications of the EU’s channeling of foreign aid contributions, which are delegated to it by its member states, through international development organizations. The text’s authors contend that while such ‘aid pooling’ increases the EU’s visibility as a foreign policy actor and addresses key capacity issues, it also 1) reduces the visibility of EU member state contributions to aid and 2) limits the control that member states have over EU development policies.
