This publication explains both the regulations of the Bipartisan Campaign Reform Act of 2002 and experiences of public campaign financing programs in the US. The authors discuss basic objectives of campaign financing laws and describe different examples of full public financing and funding of incentive programs. They explain how private funding must be reduced and restricted in order to achieve the aims of a public funding program.
