This paper analyzes US party financing after the first year under the Bipartisan Campaign Reform Act and assesses the role of party money in the 2004 elections. The author concludes that the emphasis on large donations from corporations and labor unions is ending and a stronger grassroots support and better party organization at state and local levels are following.
