This paper analyzes the European Neighbourhood Policy. First, it considers levels of the policy including regional strategies and bilateral policies. Further, it examines the position of Russia in policy toward eastern neighbors of the EU. Finally, it discusses bilateral strategies for Russia, Ukraine, Belarus and Moldova.
