This paper provides a summary of the main ideas and issues from the EWI’s Fourth Worldwide Security Conference held in February 2007. The questions raised at the conference concerned the reasons for terrorism's existence, how it persists and what to do about it. The authors identify two central themes. First, that at the core of counterterrorism is the task of not allowing terrorist violence to dictate the nature and function of society; and second, that terrorism is illegitimate and criminal.
