This paper addresses the protection of civilians and civil rights in counter-terrorist operations. It examines the impact of war rhetoric and it reviews measures that help states, military units, individual soldiers and other state officials to respect the legal obligations imposed on them to protect civilians and civil rights. The authors conclude that states must acknowledge a moral obligation to protect civilians.
