This report is a review of the Mine Action Programme, which the Norwegian People’s Aid supported in Ethiopia between 2005 and 2007. The project aimed to build the capacity of the Ethiopian Mine Action Office (EMAO) in two specific areas: the use of mine detection dogs and technical survey of suspected areas. The review concludes that this has been a successful capacity-building project, although there is still some way to go before EMAO is independent of outside support for the mine detection dog component and before the full potential of the survey component is realized.
