This report includes papers from a workshop aimed at renewing effective Nuclear Non-Proliferation Treaty (NPT) consensus. It begins with an analysis of the several bargains that are either explicitly or implicitly a part of the NPT. It then goes on to analyze the major challenges to the NPT consensus and the pathways to fulfilling nuclear weapons obligations. The final parts outline possible policies that could help rebuild the NPT consensus and offer suggestions for further research on the issues raised by this analysis.
