This paper examines the history and current status of land tenure in Sudan. It argues that land has been a central issue of contention among the region's pastoralists, farmers, laborers and traders and has engendered violent conflict. The author delineates three possible scenarios for the future of land rights in Sudan and offers a series of recommendations to strengthen local institutions and promote reform.
