This report examines the risks of corruption faced by those delivering and receiving humanitarian assistance in Afghanistan. Information gleaned by studying the delivery of aid to the long-established IDP camp in Herat province over the period 2001-2003 was used in this study. The authors argue that the volume of corruption in Afghanistan is "devastating." They call for reform on the part of the government, aid agencies and donors to address deep-seated corruption risks.
