This background paper studies the interplay of conflict returnees and land rights in post-conflict Rwanda. It investigates the history of land distribution in Rwanda, returnee land access and the role of international humanitarian organizations. The author emphasizes the need for increased security of land tenure for returning individuals, as well as a high degree of systemic flexibility to address individual cases.
