This paper considers the various aspects of livelihood and humanitarian aid in Pader, Uganda. It serves as the first in a series of papers that examine the evolution of 30 households and their livelihoods in the district. It finds that the vast majority of households still rely on humanitarian aid for survival. The authors additionally seek to define criteria for targeted aid that could yield greater economic prosperity and sustainability.
