This paper examines the risks of endemic corruption associated with the delivery of humanitarian assistance in Liberia and how such risks can be managed and minimized in the future. It contextualizes the discussion in Liberia's recent history, identifies corruption pressures experienced by aid agencies operating in Liberia and identifies the effects on recipients of aid. The authors conclude with a series of recommendations for aid agencies to mitigate the effects of corruption.
