This paper investigates the increased presence of humanitarian agencies since 2004 in northern Uganda explicitly engaging in protection issues, or linking humanitarian aid with human rights and human security. The new humanitarian "protection" framework fundamentally challenges the traditional impartiality principle of humanitarian aid. The authors argue that the additional attention given to the situation in northern Uganda has challenged Ugandan sovereignty from within, but improved security conditions simultaneously encouraged the government to start peace negotiations.
