This paper considers the effectiveness of cash, rather than in-kind aid to victims of the 26 December 2004 tsunami in Indonesia, Sri Lanka and India. It provides brief descriptions of a range of cash aid projects with a relatively detailed analysis of issues that arose during implementation. Intervention types determine the paper's structure: basic needs assistance (food and non-food needs); community rehabilitation/employment (cash for work); livelihoods recovery (cash grants); shelter (including cash for host families); child protection and social protection (vulnerable groups).
