This paper assesses the security environment in Somali and Somaliland over the period 1995-2005, how it has evolved, and how the humanitarian community has engaged with the region during this period. The author argues that the perceptions of aid agencies of the dangers present dictate their approaches, not the target population's needs. The author argues that the humanitarian community should increase its presence on the ground to build confidence with local clans and facilitate the flow of aid.
