This paper explores the security environment under which humanitarian actors in post-2002 Afghanistan must operate. It begins by analyzing the security-incident data available, illustrates some organization's responses and tactics, and explores how approaches to aid delivery are evolving, including localization or the increased involvement of local entities in the distribution of aid. Finally, the author concludes that aid workers are not the principle targets of belligerents, but face security risks associated with criminality.
