This study measures the insecurity of aid workers in post-2003 Iraq, identifies changes in perceptions of security and threat levels, maps the individual security practices of key humanitarian actors and their collective security arrangements, and draws conclusions as to how the security environment has impacted the delivery of humanitarian aid. The authors argue that the volatile security situation in Iraq has forced most humanitarian actors to locate to neighboring countries. To gain access and provide aid, humanitarian actors have had to develop innovative approaches coupled with robust security measures.
