This paper examines the effectiveness of seed vouchers versus cash aid as agricultural inputs to restart livelihoods following a natural disaster. The author finds that if markets and financial institutions are functioning, cash aid, which is more fungible than vouchers is favorable. Information collected from experiences in Mozambique and Ethiopia is used this paper.
