This paper applies a livelihoods framework to understand the relative importance of humanitarian assistance during and after the war in Bosnia-Herzegovina. It tracks, using a series of surveys, 394 households in areas affected by heavy conflict and seeks to understand the viability of using a livelihoods framework to measure the effectiveness of humanitarian aid. The authors conclude that a livelihoods framework is appropriate for measuring the longer-term impacts of aid, but not short-term survival rates.
