This paper assesses the impact of cash aid, rather than in-kind aid, on the livelihoods of populations experiencing abject poverty. It focuses especially on Save the Children's operations in the Ethiopian highlands. The authors conclude that cash aid is an effective means of distributing aid and alleviating poverty, but that proximity to markets, timeliness and reliable bureaucratic institutions are prerequisites.
