This paper investigates the meanings and perceptions of aid dependency in Ethiopia that influence broader policy and programming decisions as well as their implementation at the local level. It begins by investigating the various meanings of aid dependency in Ethiopia, summarizes the government institutions and policies involved, and discusses how dependency in the aid system evolved. The study consists of information collected from a series of interviews with government officials and NGOs.
