This paper investigates the effectiveness of cash and voucher-based responses to humanitarian crises in Afghanistan. It studies the various actors involved and critically examines the practices and implementations strategies applied. The author concludes that the distribution of cash aid in volatile security environments is effective and justified. As such, the Afghanistan case can be used to defend the use of cash aid strategies in other complex humanitarian emergencies.
