This paper examines the use of cash and vouchers to provide people with assistance in emergency situations. It compares arguments for and against cash and voucher-aid, and investigates the various institutional arrangements that exist. The author concludes that there exists a growing body of evidence that supports the use of cash and voucher-based aid, and therefore calls for further evaluation by academics and aid providers of cash-based aid systems.
