This paper examines the evolution of the EU's policy approaches to protracted humanitarian crises. It investigates trends in EU aid spending, the various mechanisms used to manage protracted crisis, and delineates the changes proposed by the draft EU Constitution for greater EU engagement in protracted humanitarian crises. The author concludes with thoughts on the EU’s future engagement in such situations.
